The Chinese Academy of Governance is a state-of-the-art training center for high and mid level state civil servants. Professor Xu Zhengzhong has been with its Department of Economy and Management since 1997. Professor Xu’s career highlights include:

  • Developed the social multiple complex transformation theory and original industry strategy, which was adopted by the Chinese central government as a guide to develop business policies across China.
  • Initiated and proposed the adjustment of the policy of public fiscal and taxation; led the architecture and design of the new taxation and budget management system; the new system has been implemented across China and made a significant impact on tax collection.
  • Led and coordinated the draft and revision of numerous Chinese laws including the Budget Law, Compulsory Education Law, Small and Medium-sized Enterprises Law, and the Financial Transfer Payment Law.
  • Successfully provided strategy consulting and advices on multiple projects to the Central Committee of the CCP, the State Council as well as ministries and committees.
  • Directed four World Bank research projects, more than ten Key Projects of the Ninth Five Plan of National Natural Science Fund, National Social Science Fund, and Ministry/Province departments. Some of them gained distinct awards at national level.

Professor Xu has a post doctorate degree from the Management School of Lancaster University in the UK, and a doctorate degree in Economics from China’s Academy of Social Sciences.

许正中教授主讲 “中国的社会多元复合转型” - 中国协会讲座

中国协会讲座系列定于四月八日再次举行。本月的主讲人为许正中,中国国家行政学院教授、博士生导师,享受国务院政府特殊津贴,新世纪百千万人才工程国家级人选。中国社会科学院经济学博士、英国兰卡斯特大学管理学博士后。先后参加“预算法”“义务教育法”等多部法律的起草与修改工作,多次向党中央、国务院及有关部委提出政策建议,并获采纳。

主要社会兼职:国家重大科技专项总体组成员,论证委员会委员,首席管理专家;中国财政学会,理事;中国区域经济学会,理事;中华职业教育社,理事,专家委员会副主任委员;国家双高测评专家委员会,委员;国家社会科学基金和国家自然科学基金评议专家;中国科学院研究生院、南开大学、天津大学博士生导师、清华大学博士后指导教师。

主要的研究领域为:财政与预算管理、政府成本控制、高新技术公共政策、社会公共服务政策

先后承担国家自然科学基金及世界银行、联合国儿童基金会以及联合国开发计划署多个科研项目。  

讲座时间是6:30pm – 9:30pm,讲座将用英文和中文进行,主讲人将和听众共进晚餐。
